1. No development or extraction of coal by a system other than bord and pillar system shall be commenced, conducted or carried out except with the previous permission in writing of the Chief Inspector and in accordance with such conditions as he may specify therein.
2. An application for permission under sub-regulation (1), shall be made accompanied by two copies of an up to date plan of the area where such development or extraction is proposed, showing details such as the manner and proposed extent of development or extraction.
